Pennsylvania pays the most of any state in this network: a qualifying veteran's real estate tax goes to zero. And it gates that hard. You need wartime service, and you need to show financial need: there is a $114,637 presumption, above which you must demonstrate that allowable monthly expenses exceed monthly household income.

Ohio pays much less: $50,000 of true value removed from the base, which after an assessment percentage capped at 35% and the local rate is a modest recurring saving. And it asks almost nothing. No wartime condition. No income test. Guard and Reserve named in the statute.

โ˜…โ˜…โ˜… Row one is the one that matters most and is least known. Pennsylvania's requirement is "service during a period of war as determined by the U.S. Department of Veterans Affairs". Ohio has no equivalent sentence. A veteran with a total service-connected rating from peacetime service is outside Pennsylvania's exemption and inside Ohio's.

โ˜… Row two is the other. Pennsylvania's need test is not a hard cap, you can qualify above $114,637 by demonstrating expenses, but it is a documented, discretionary process. Ohio simply does not ask.

โ˜…โ˜…โ˜… Philadelphia's rate is about 11.4 times Ohio's statutory maximum, and Ohio puts the county portion on the seller. For a veteran buying with nothing down, that is the difference between needing five figures of cash at the table and needing very little. The Ohio statutes.

It is not advice to move states, and we are not going to pretend a tax exemption should decide where a veteran lives. Work, family and health care decide that.

โ˜… What it is useful for: if you were refused in Pennsylvania on wartime service or on need, and you are considering Ohio for other reasons, the Ohio test is materially easier and you should not assume a Pennsylvania refusal predicts an Ohio one. The reverse is also true, a wartime veteran on a modest income gives up a great deal by leaving Pennsylvania.

Can a peacetime 100 percent disabled veteran get a property tax break in Ohio?

Ohio Revised Code section 323.151 contains no wartime or period-of-war condition, so a total service-connected disability rating from peacetime service meets the definition on its face. Pennsylvania's exemption, by contrast, requires service during a period of war. The determination is made by the county auditor.

Is there an income limit on the Ohio veteran exemption but not Pennsylvania's?

It is the other way round. Ohio has no income test for the disabled-veteran homestead reduction; the $30,000 threshold applies to the standard exemption. Pennsylvania applies a $114,637 presumptive need level and requires financial need to be demonstrated above it.

How do Ohio and Pennsylvania transfer taxes compare?

Ohio caps real property transfer costs at forty cents per hundred dollars, or 0.40 percent, with the permissive county portion imposed on the grantor. Philadelphia charges 4.578 percent in total, about 11.4 times Ohio's statutory ceiling, and Pennsylvania holds grantor and grantee jointly and severally liable.
